Municipal Powers Have Changed: Our Housing Arguments Need to Catch Up

When it comes to conversations about housing in Canada, it’s almost a reflex for us to speak about municipalities as overworked and subordinate to the provinces. I thought that was the case. Apparently, that framing is not wrong, but it is also incomplete. The Institute on Municipal Finance & Governance (IMFG), in conjunction with the School of Cities at the University of Toronto published an interesting document entitled Power and Purpose: The Quiet Evolution of Canadian Municipal Law that looks at municipal law across Canada, there are more legal requirements to consult with municipalities.
